3. Governance Taskforce Update and Discussion (Elias Bizannes)

* Update for John and Christian on current state
* Discussion about Action Groups (i.e. Standing Committees) vs. Task Forces (i.e. Special Committees)
* Can someone do work outside the Action Group / Task Force model, then still get their output ratified by Steering?
* Default authority not articulated in Steering Group charter should belong in the Plenary, relying on the "non-voting sunset provision" rule already agreed to (e.g. some type of voting rules)
* Membership brief: what are the various types?
    Suggestion 1: Participant, Voting Participant, Officer, Representative from an external party
    Suggestion 2: Two primary types: Observer, Members (Individual Participant, Organizational Participant [one per org], Officer)
    Discussion: How do you insure membership isn't "stolen" by a group from a single org?
        OASIS = multiple members per corporation, each has vote
        Liberty Alliance = one corporate vote, others can participate without vote
    Suggestion: Don't over-engineer solutions to problems that don't exist, yet.  Go forward with simplicity, then correct course as necessary later.
