Suggestion to change the term "Delegated Authority" to "Delegated Roles"

Motion: Write down previous decisions in a single page for reaction.

Discussion: Formal authority model is required to protect the Steering Group from takeover.
    Suggestion: Possible formalization of "Founding Members" as the final arbiters.
