If I remember correctly, there was some discussion with the folks
working on the W3C Social Web Incubator. Of particular interest
related to the TOS/EULA work is their Policy Commons project:

It looks like they're codifying some of the same (or at least similar)

Preliminary thoughts
- I think identity and media should be primary data types. Meta data still
included, but a secondary class - it doesn't make sense to treat it
