The menu needs to be adjusted. First off Home is fine, news and events should be shifted to the far right. People will look for them, but they arent as important imo.
Home, About, Users, Implementors, Companies, Participate, Documentation, so on
I think its important that the about page flows into the documentation. The user/imp/company specific pages again show topics specific to those people but always flow into the documentation. Participate should be shown everywhere, there should always be a pitch to the person reading the page. I dont care if its annoying.

the flow of top nav - we need to achieve 2 things here - decide the entries and their relative position left to right. Left usually starts with the general, moves to the specific before going to the external - in software - web apps should reflect this natural user behaviour.
graphic - yes - let's move this graphic (better one) to the top dev page link and replace with something that shows the flows from websites to servers to users. but use a graphic placeholder for each target group top page

I think it's great to start mocking up a website, but I think it is also important to note that the new logo (once it is selected) will help to define the aesthetic direction for the new DataPortability site.

Just reiterating the point I made today in chat and conference call. The landing page for dataportability.org should be designed for general consumption for anyone (end users, companies, vendors, developers, media, open source standard groups, etc) walking in off the street curious about Data Portability because they heard the buzz. While I understand that the current effort is not meant for Joe Blows, it is still the first thing they see when they come to the site. As such, a marketing blurb (could be video also) for each target group on why it matters to them will be helpful. The Wiki should remain the domain of active participants. I have more feedback on my blog post
